AISCEP, All India Society of Construction Engineers and Professional, is a non-governmental pan india organisation /society of the civil engineers and other construction professional associated with the construction industry that is joining hands to-gather to organise and orient the skill for the uplift of the workforce in most un-organised sector of construction and agriculture industry. It is formed with an objective to contribute to the social domain of the construction and agriculture workforce migrating from one place to other. Organisation are having the mission to upgrade the living condition of the workforce/labour by increasing the earning capacity by scaling up their skills through the innovative mechanism on site job training and certification thereon. This organisation is set to achieve its objective by carving the skill with the highly experienced professional in their respective field. - Folding the future in allows us to innovate: innovation is, therefore, an important element of the strategy.
- Skills framework must move to a system of equivalence to diplomas and degrees: national vocational qualification frame work (nvqf) is therefore an important open/flexible system, permitting individuals to accumulate their knowledge and skills to convert their skills to degree/diploma through testing & certification. Thus nvqf is an elementary pathways, providing quality assured various learning having standards, comparable with any international qualification framework and supporting the lifelong learning, continuous up gradation of skills and knowledge.
- Skills must be bankable: society / organisation will process the bankable skill acquisition especially for the poor and needy persons. The effort would be to complement public investment with institutional/ bank finance.
- Co-created solutions and forging partnerships: society / organisation will be made more sustainable by promoting the partnership between the local government and construction industry/agriculture industry to harness the potential skills.
- Game-changing delivery/innovation: society / organisation will ensure availability of public institutions above the high school level, after class hours for skill development, without disturbing the normal working.
Aims & objective of AISCEP
Society/ organisation has realised that potentially the target group for skill development comprises all those in the labour force, including those entering the labour market for the first time (12.8 million annually), those employed in the organized sector (26.0 million) and those working in the unorganized sector (433 million) in 2004-05. Thus keeping the above figure and facts, society/organisation of group of engineers has made an aim or objective as mentioned here to focus the social obligation.

Mission of AISCEP
Skills and knowledge are the driving forces of economic growth and social development for any country. Countries with higher and better levels of skills adjust more effectively to the challenges and opportunities of world of work. Keeping this in view organisation/society is having the following mission with comprehensive strategy skill.
- To develop the skill by implementing an inclusive responsive national policy enabling creation of qualitative & quantitative skill bank
- Rehabilitation of skill through employment
- To rehabilitate the workforce/labour of unorganised sector and their spouses by providing the housing, schools & college and hospitals of national/ international standard
- Provision of housing and health for all ; rehabilitation of member after retirement
- To encourage association of the labour force of unorganised sector in the movement by awards & certification
Vision of AISCEP
At present the capacity of skill development in india is around 3.1 million persons per year. The 11th five year plan envisions an increase in that capacity to 15 million annually. India has target of creating 500 million skilled workers by 2022. Thus, there is a need for increasing capacity and capability of skill development programs. Thus to meet the objective of increase the per capita income of the labour in construction and agriculture sector.
- Vision to scale up the ambition of achieving maximum capacity of skill development out of the envisaged 15 million annually as per 11th five year plan (2007-2012).
- Vision to harness high inclusivity to reduce the division such as male/female, rural/urban, organized/unorganized employment and traditional/contemporary workplace
- Vision to adopt the dynamic and demand based initiatives to support the supply of trained workers which enabling us in promoting the excellence and meeting the requirement of knowledge economy.
- Vision to adopt the skill development initiatives to avoid the discrimination between private or public delivery and places importance on outcomes, user’s choice and competition among training providers and their accountability.
- Vision to adopt the development initiatives such as policy co-ordination and coherence to support employment generation, economic growth and social development processes.
